Does experience alter how well a player plays? IE more EXP might increase their performances over rookies in their single year?

Also whats the effect of a player changing position and their performance compared to a player who was created in that position?

Yes, experience makes them perform better.

Changing positions causes some slight performance issues but it varies on what positions you're changing them from and to. Just playing them out of position on the depth chart will not incur a penalty, but some of the depth charts are locked.
