Help Setting Up Online League

Hello... I'm trying to help a friend configure an online league.

He set up an account for ftp access.

We figured out the FTP settings for the league he created and got a successful connection test.

He (apparently) published his league. And, from the site's control panel, we can see a ...TEST.bin file in one of the directories

1. Is this file just from the connection test? (and since it's the only file we see, does that mean his league didn't actually get published to the server?)
2. I've tried loading his online league, but when I try to add the LEAGUE URL, I get the "Url Must be a valid URL pointing at a .bin file." error message. Does this mean the URL needs to include the actual .bin file name?

Tried a different URL and getting a new message... "League file not found."
