Will a rookie be liable to have more fluctuation in their ratings in their rookie season than veterans?

Yes and no, younger guys have better chances of improving... older guys have better chances of regressing.

If you create a young player but are satisfied with their attributes the way they are, is there a way to keep them from improving too much?

no way to turn off training.

Two workarounds in singleplayer though:
1 - you can manually set all schedules to 4 in every setting, that should keep them roughly (but not completely) where they are.
2 - you can reverse gains/losses in the player editor.
