Is Training Camp affected by game time?

Hi folks,

Are the gains that players receive during training camp affected by the amount of game time they had in the previous season?

I'm asking because I'm wondering if it's useful to get eg rookies/back-ups some experience during the season, to increase their chances of developing as players.
