How to sign European players

Hi, I've recently started to play, and this might be the deep GM simulation game I was looking for. Minor problems here and there, but overall it's a very good sim game.

One thing I have not managed to understand, is how to sign European players. Is there a way to "option" them, or to convince them to come to play to my NBA team? I've seen that during the free agency some teams sign them, how? They were not appearing in the free agent list, and I am pretty sure of that because the Hawks signed an Italian guy who has a rating of 4.5 stars. I would have definitely noticed that. And moreover how can I "Stash" players in Europe?

In general would be very appreciated if someone could explain to me how does the European tank of players work and how can I interact with that.
