Let's say a team needs a RB, their best is 75. But they have to DT's that are rated in the 90's but they only have two. Will the team pick up a RB (they need) or a DT (to fill roster requirements) in the first round.

Depends on how they scouted the players, what the ratings of the players available are, what the ratings of the current roster are, and what the needs are. Sometimes the roster need weight will outweigh the others, and sometimes not. All depends on the scenario.
