Does the game always start with a draft?? Is there a way, if you have downloaded the roster mod, to start the game and have the current 2017 starting rosters? Sorry for the newb question I am new to all this.

There is an option on league creation to skip creation draft and start with free agency.

you can import historical rosters and have players allocated onto teams in this process as well.

Users have already posted historical rosters in the mod section. I think i saw someone is working on a 2017 roster as well.
