Is it possible to disable staff?

We would like all strategy and play calling to be customized without staff so all teams have an "equal" playing field and the only differences are there strategies and rosters.

there is no global disable. You can enable custom playbooks, this will let you set strategies and playbooks for each team manually.

Do staff only impact the plays that you can call? Or do staff make a team better at running certain plays, etc?
