Player Claim Bug

Its still around... we're currently in the preseason and I'm trying to sign a player to my active roster and the claim never goes through. He is still in free agency so I know another team is not claiming him. I do have 54 on my roster but it shouldn't matter considering it is preseason.

Also, on another note, the commissioner's ability to sign free agents to teams is gone. Why?

Talked to Rob privately and agreed to clean up this topic a bit.

Overall asks:

1) Check ability of commish to sign players for teams (multiplayer mode, possibly sandbox mode as well?)
2) Check ability of team free agents signings to go over roster minimums... either completely, or at least up to total roster size (players+practice squad) during preseason
3) Check FA signings to see why not all players sign during day 10 of FA bidding if they have reasonable contracts (we already know minimum/long term minimum contracts won't be signed by design, but need to research others)

Fixed 1 and 2. Tweaked #3, but there still may be cases why players don't sign.
