AI Playcalling Question

Is the AI/Coach's AI set so that they are more likely to call appropriate formations given down and distance, such as Shotgun on 3rd and Long or perhaps Two TE on Goal Line?

Yes, but the formations are driven as much by personnel as they are situation.
