Have a way to influence players to does not exercise their player options? Or have a way to change that on the database?

Example: Lebron James. I want him decline his player option on the end of the first season to give me chance to hire him on free agency.

Can I influence that in the game? Or maybe change in the commisioner option? Or maybe changing the database?

You could edit the database in the season before it ends by taking away the final year of his contract and setting the option to zero to essentially make him in the final year of his contract

And if I go to the commissioner. Can I refuse his contract if at the beginning of the new season?

No I am saying that while in the current season you edit his contract so that he no longer has a next season or an option for it but make sure you take away the option too otherwise it will cause a problem
