Can you edit player ratings?

Been away from the game a bit, mainly due to work and traveling, but am now playing again, and I've tried to figure out how to change player ratings, but have come up empty so far, and can't remember if this is even possible?

In sandbox mode or if you log in as commissioner you should be able to click edit on the player cards.

Now that I'm retired, I have more time to devote to your various games, and before I buy the latest version, I wanted to re-acquaint myself with this game. How do I log in as the commissioner in order to edit players cards? Thanks!
