Recruiting Class Rankings: Quantity over quality?

Maybe this comes too much down to philosophy for me, but I redshirt all incoming freshmen, regardless of where they are ranked, what their are rated as, or any other reason. One side-effect of this, however, is that my recruiting classes are relatively small...I shoot to have 17 in each class, but, of course, sometimes there are a few more, other times one or two less. Regardless, it seems like, despite punching way above my rating (generally getting most of my players in the 400-600 range, as Florida Atlantic), I'm being given recruiting class rankings that regularly top three digits. For example, the latest recruiting class of 16 I just signed were ranked 302, 331, 379, 449, 458, 472, 485, 507, 520, 537, 554, 567, 575, 576, 581, and 582. Nevertheless, I'm pegged with the 96th-best class, and when combined with a prestige of 61 (I've gotten it to go up a few points since I took over, thanks to a couple of seasons where I finished in the top 15 nationally in the final Top 25), lands me a relative rank of 105. This, frankly, seems a bit absurd to me. Thoughts?

Edit: Just for comparison, my South Florida Conference USA rivals at Florida International hauled in a 20-man class, with their best player being ranked 1952, and yet they got the 75th-best class.

it does reward quantity over quality to a certain extent. We put a cap on after which you dont get 'points' for extra recruits, but it might need further tweaking.

Maybe using a system similar to Rivals would be a good idea? I know they only account for the top 20 players.
