High school database?

Is there a way to edit the high school data? For example, to make a certain state produce more recruits. I didn't see any files in the game folder that appeared to include that type of information, so maybe it is hardcoded? Thanks

Not sure about where, but I know the game was tuned for accurate state breakdowns compared to the ncaa
