1. Is the defensive rating on a 1-8 / 1-80 scale?

2. What are the most important rating for defense? Court Intelligence? Discipline? Stealing and Blocking? Athleticism?

When creating an association, you can use a 1-10 or 1-100 rating scale...your choice...or you can hide ratings if you desire.

I'd say "Defensive Ability" is the most important rating for defense, but the others you mentioned also could factor into a player's defense, particularly stealing and blocking.

Recruit strong defensive players, set defensive strategies that best defend against your opponents, practice practice practice the defensive strategies that you will use in games.

The effects of chemistry are hard to determine...obviously the better the chemistry, the better the team will play together...but a player with low chemistry is more likely to transfer away from your team.

By question 1 I meant that I've never seen a player with higher than an 8 defensive rating. I was wondering if that stat specifically had a different scale. I prefer the 1-10 scale.

If you've set the association for the 1-10 rating scale, I believe all ratings could possibly range between 1 and 10...but you're right, I don't think anyone ever achieves a 10 for some of the ratings (e.g., defense). I guess no one is a perfect defensive player.
