When entering the Petition Board phase, the buttons to advance are greyed out. Not only that, but I can't seem to call the AD or the board or whoever I need to contact. Where exactly am I supposed to go to advance?

Open the Petition the Board email and select the option you want.

It comes out on April 23 every year. If you went past that date and didn't see it, possibly you deleted the email by mistake. I've played many, many years and have never had it not appear.

Yeah, it's the 23rd but no email is appearing. Is there any way to get past this, or is it the end of the save?

I've never had that happen to me so I'd suggest you send your files for a save from that date plus an explanation of what went wrong via wolverinestudios.com/support to see if Gary can figure out what the problem is with your association.
