I have never played the PRO version, just college 18.

I see PRO 18 and 19 on steam is there any major differences between 18 and 19.

and is there sly's mod for PRO football, that adds all the logo's and stuff and if there is do the work on both 18 and 19?

Of corse there are mods - the ones for DDSPF18 also works in here with DDSPF19.
