If you find none of your players are resigning even if you are meeting player wishes you may need to increase your league salary cap. In some cases the game is incorrectly devaluing offers that put your team over the cap for the current year, instead of looking at the next year. Raising your league salary cap by 10m or so should allow the extensions to calculate properly and you can reduce the amount back down at the beginning of the next season for free agency, etc.

Will there be a fix for this in '20?

It's frustrating and mind boggling that I offer players a good amount over what they are asking for yet they still come back offended and pissed off. Had another that I offered over their asking amount and he came back and said it has potential but would like it to be more lucrative.
