What dictates whether or not a player who's been in the NBA is available to go to the Euro league? Sometimes a player who can be picked up from a NBA team doesn't appear in the Euroleague FA list but a few do, typically lower quality players. Is there a certain "if worse than X, can be picked up" kind of criteria, or is it something else?
