Is the option to have the salary cap increase over time purely cosmetic? In other words, if I keep it off I assume there will be no salary inflation, and if I keep it on I assume there will be? Also where do I see the salary cap in the game?

If you keep it off then all of the contracts will remain on the same scale - if you turn it on there will be inflation. You can view and change the salary cap on the commissioners office screen. Click the LOGIN button at the top of the screen to switch back and forth between commish mode and user mode
