Custom League - No Conferences?

I was editing the teams.xml to try and get a custom league with just one conference of 14 teams but upon team selection the list was blank. Is there another step to fix this or is it simply not possible?

EDIT: I was able to sort of get this to work by adding a blank second conference but I can't advance to training camp, I'm guessing the blank conference is the reason why.
