Within the facegen scripting, is there a means of:

1. Changing the ratio of certain ethnicities?
2. Linking ethnicity to player patronym?

LOVE the idea of it. So very tired of seeing guys appear in a game that are caucasian and have obvious black/african-american names.
But I sincerely doubt there is a mechanism for it.

It's fairly easy to do in Football Manager, or at least it has been done. However, they provide ethnicity markers where such distinctions can be made.

Not a programmer, but I'm thinking this probably isn't a hard fix. Determine the ethnicity of the player first, then direct to an appropriate name database based on that ethnicity.

I agree, but Wolverine are the guys to do that, not us. Wolverine may put it into the next version of the game, but you would need to suggest that. Probably somewhere on the forums here.

Although I'm new here, judging by the current activity level from the devs on this forum it doesn't seem likely. Maybe I posted this in the wrong place?

You could send Chris and Brooks messages with the suggestion. Probably the best way to make sure they got it. You can find them on the board index having posted threads.
