I see where I can export a schedule so I assume there is a place to import a schedule but I cannot find it. Can anyone help with this?

I think you can only do it when creating a new league.

You can import a custom schedule during league creation and also during the start of each season in the office area under import options.

how difficult is schedule creation?

Not sure what you mean by "difficult". To create the actual schedule file, it's real easy since just creating a text file with a couple of fields per line. However, to come up with what you want the schedule to actually be, might be more challenging unless you try and mirror some real life existing schedule. Otherwise, you need to consider all the things that real life schedule makers need to deal with.

Needs to be in a CSV file format, with the following columns of information.

Sample data from my mod for week 1 of the regular season....you would get the team id from the teams.xml file and/or can export team information from the game.

When you create a league you can import the schedule there. Or if you want to change the schedule it will be under League Home -> Import/Export -> Import Schedule, but it only appears in the "Begin Season" stage.
