Not sure if it changes over time. If you have an academic edge compare to his other choices, pitching academics during a home visit will impress him. You will either see him bump up a slot or two, or commit when you do this.

No. Facilities can go up or down, and WILL go down if you don't request an upgrade every few years, but academic rating doesn't change.
