When the Board gives you an extension and 'suggests' you extend your assistants, they should also promise (and deliver when that happens) to FUND those extensions.

I think the suggestion to extend one's assistants is more of a reminder not to forget to extend them if you are pleased with them rather than the Board wanting the assistants' contracts extended because the Board likes the assistants. As players however we can imagine that it's possible that the Board is impressed with the assistant coaching staff and therefore wants their contracts extended.
If you extend their contracts without giving them a raise, then their extensions are already funded within the constraints of your program's current budget. If you also increase their pay, then your future budget for things outside assistant contracts will be tighter until the Board chooses to approve a budget increase. That provides incentive for you to lobby for a budget increase the next year. Personally, I like the model the way it is; I'm not sure that receiving a budget increase that matches the amount you wish to increase the value of your assistants' contracts at the same time that you receive an extension improves the game or makes the game more realistic. If you want to give your staff a raise, petition the Board for a budget increase, then give your assistants a pay raise once the Board grants your request.

As I've said before, this is NOT how real institutions budget. Knowing that you can afford (or not) to spend more on coaches is a big deal. The game makes this awkward by forcing you to guess what the board will do. Simply placing the board petition phase before the assistant hiring phase would be a huge improvement for me.
