NCAA Tourney Seeding Logic

Gary,
Two seasons in a row Duke and my team (Texas) have been by far and away the #1 and #2 teams in the country in both records, poll, and RPI. Both seasons we were "the first two seeds announced" on selection Sunday. In both seasons we met in the semifinals of the Final Four. In real life, they do seed the top #1 seeds and in both of these situations we should have met in the finals (and faced other teams in the semis). Is this working as designed or am I missing something?
