2 for 1/Hold for last shot

Does 2 for 1 or hold for last shot do anything before the times they actually come into play?
If I hold for last shot at the beginning of the game does my team just hold the ball until late in the shot clock and fire one?
If I go for 2 for 1 do they just try to speed up the pace to max?
In gamecast it is hard to tell if my players are actually adjusting to these commands.
