Windowed Mode Isn't Really Windowed

So when I select Windowed Mode, the game shrinks a tiny bit, but it's not enough to actually let me access my task bar or do anything without control-tabbing out.

Is there any way to adjust the window size?

It is different than previous versions. What I do is grab the top bar of the game and drag it down and then you have access to your desktop.

It's the taskbar that I really want access to. I can control tab my way to the desktop. This is a weird change.
