How does online work in this game? Are you and your friend easily join the same league or does one person have to control everything?

The commissioner of the league is the one that runs the sims and imports and publishes the files. Some leagues have multiple commissioners so that you can rotate the duties. Otherwise players just own teams and have passwords to log in and export their settings, etc.
