Budget problem

I am trying to adjust my team budget in the sandbox mode. It says Budget $20M, spent $20M, and 0 allocated to scouting.
I would prefer being able to allocate some to scouting, and there seems to be an option to click on all three (budget, spent, scouting) but nothing at all happens when I click, nor does "right clicking" open anything.
I am quite sure I am just missing something simple, but I have no idea what that may be.

You can't explicitly adjust anything, basically the amount you spend on scouting is the difference between your budget and how much you're paying coaches.

Ah, thank you. Is there a way to adjust the budget itself though?
