How does it work? If you export, does it show up as an xml file somewhere that you can import to another team in another league? Can I export a solo playbook into a multiplayer online league?

yes, saves an xml file in your league folder that you can use to import into another league assuming they have plays named the same.

So I have to create the plays again? It just saves the 'outline', you still have to have all the plays recreated?

Correct, the playbook doesn't actually contain the plays, just names of the plays and frequencies.
