Possible problem with College names file?

Hey.
New to DDS but owner of original PFS.

I am trying to recreate an old custom League i made with Swedish teams and colleges. I've switched out the colleges file to one with only Swedish colleges.
The problem is this: Some players get Swedish colleges listed but most still get US colleges. Are they hard coded in some way? I even tried adding lines so that the line number would match the original colleges file but results are the same?

Yea, there was hard coded values put in there so the draft classes would be from a realistic spread of schools.

Propose checkbox: "No Hardcoded Data" at League set up!
