RUN/PASS Ratio Base/MODIFIER League Options

Question about the two settings affecting overall play calls in the League Options area.

The statement that is throwing me is - "The higher the number the more passing occurs".
Which of the two numbers, the Base or the Modifier, is "the number" in that sentence referring to? I think its the base, correct?

The thing that throws me though is the proceeding sentence seems to completely conflict with that sentence from a basic logic perspetive -
"To put all control...set the base to 1 and the modifier to 100"
Wouldn't setting base to 1 mean that a lot of running will be called?
Or if the "number" from the first sentence refers to the modifier, then setting it to 100 wont mean more control in playcalling screen but instead just mean league-wide, more passing will be called.
Can you clear this up please?

The formula is base + modifier * your play calling ratio

So if you set it to 1/100 you'll get a base of 1, but then 100 times your strategy ratio (which gives you a full 1-100 range for run/pass)
