Can we force-retire players?

I'm doing a long-term save, simming 20-30 years at a time to try and gauge how good/bad teams are managing my financial rules and something I keep seeing is players hitting free agency where they sit for two or three years unsigned before getting picked up by another team and playing for three or four more seasons starting most games. I don't have a major issue with players not playing for a year, but after two or three seasons it seems a little silly, and surely if they're that good teams would surely release one of their practice squad to fit this possible star player into the team?

A lot of times teams won't drop practice squad players if they're cheap, or younger.
