CPU Salary Cap Issues...

Brooks or Gary I have a question....

How can a CPU team still go over the salary cap 3 weeks into the season if I
1. Have allow go over salary cap for extension unchecked.
2. Force Strict Cap checked.
3. And 10% penalty for cutting players.

i have been swimming 5 seasons at a time playing with the salary cap numbers and I have one team that is 1.9 mil over the cap in week 3 of the season.
I get when they go over during free fancy and the draft, but shouldn't they ALWAYS be under the cap by Week 1?

They can go over to sign draft picks and get to roster minimums. And I believe they do their roster cuts when you sim week 1, so it may not reflect their final cuts until week 2.

I get them going over during the draft and free agency.
And Final cuts not showing for a couple of weeks into the season.
But its week 4 and they are still over the cap, so is it roster minimums causing this?
If so, in a single-player career is there anyone to fix this?

Can we make it so they have to cut players to get under the cap then sign cheaper players to reach their minimums?

I'll add it to the list to check on. It should be working that way, but there must be something in there throwing things off.
