Scouting points question

Hi

So we have noticed in the CSFL that it costs some teams more scouting points to scout players than other teams. For example one team it costs them 2 points to scout the top 10 but others it costs 6.

I was just wondering what impacts this? Is it coaches scouting ability or the GMs?

As I would like to know what has an impact so we can share with GMs to help them consider this with their staff signings in the future.
