Scoring discrepancies

I've noticed that some players are scoring a lot less than other players despite having a similar or higher scoring rating. I looked into this further and it appears that the players that score more points have less passing percentages when they have the ball (around 10-15% difference). This difference seems to cause huge rifts in PPG. For example, in my 1976 historical league, George Gervin with a scoring rating of around 80 can't even average 10 points a game, whereas Bob McAdoo with a similar scoring rating averages 30-35 PPG. I can take that example one step further by just looking at some of the other player's on my team, like a backup PG with a scoring of 45 averaging almost 15 PPG in 20 minutes played. So, is this normal intended behavior? And is there anyway of telling/training a player to not pass the ball as much?

I have seen this also, especially with older historical replays. Played 95-96 Bulls and MJ averaged 13 pts and was shooting 20 some per cent.
