No staff to hire with Default.db?

I started some new associations with the default.db and fictional players/coaches.
When I take a look at the staff at the beginning there's newer even one single coach or assistance to hire, the list is just empty.
Is this normal?
When starting with the RealNBA mod the list shows plenty of coaches to hire.
