scout problem

I have set the points of scout to different conutries around the world, but I still can not see the attributes of players before draft, does the scout really works?

How many points are you spending in each area?

I've seen a similar problem. I normally spend 60 points in each region, but when I look at the scout draft page, I am never able to see a list of players. The page only becomes available once I've hit "End Season" in the college basketball game.
