Offensive Strategies: Post Focus

I noticed that the PNR Frequency and Pace have been increased to the "Post Focus" offensive system in PB20. Was this purposeful or an error? If it was premeditated, what was WS's intention behind the change? Personally, I do not mind it at all. I just want some clarity on the matter, so I can use the focus correctly while playing PB20.
