Free Agency start date

New to the game I hope my question will not be too embarrassing...
I started a new solo offline save and noticed that I cannot sign any free agent before 17th October, while CPU teams start on 16th.
The "Sign free Agents" option is only clickable for me before 17th Oct. after the rookie draft import.
Looking at the transactions tab on that date, CPU controlled have already signed most of the best free agents on 16th October.
Am I missing something? Thanks for your input.
