Signing a Player Formerly on a Two-Way

I have a two-way player who I've had for the last two years, he's now a free agent and I want to sign him to a real contract this offseason. When I go to offer him a contract, the "minimum" salary I can offer is $1.8 million (standard minimum for a player) while the "maximum" I can offer is $131k, so I really can't offer him any contract. I could renounce his rights and sign him as a regular minimum guy, but then I lose the 2 years of Bird rights, and I'm worried another team will offer more than the minimum. Feels like I should be able to offer him a contract, or at least match an offer like an Arenas limited RFA
