I recently bought Pro Basketball 2019 and I have a question about Dept Chart tab. So, the last column in the table is called "OUT". There are some numbers that I can increase to 100 and decrease to 0 - what's that mean???

If memory serves me correctly, it represents the sub out percentage. Players will be subbed out when their fitness/endurance is at or below the assigned number.

Yes, when you SIM your games that number lets the AI know to sub out a player when his endurance drops to that level. Of course, if you play out your games rather than Sim, as coach you decide when to sub for a player, so the "Out" number becomes immaterial.
