2D gameplay moving at a slowcrawl?

After updating my PC (Windows 10 OS) to version 2004 - when I run DDSPB20 in the 2D gameplay - on court movement is moving at a bear crawl. Monitoring my CPU and RAM usage, DDSPB20 never raises about 13% in either category. Is there something I'm missing here or anything I can do about this? So far I've tried compatibility mode options but to no avail.

Also, has anyone else ran into this or something similar? How did you resolve the issue?

For anyone else experiencing this it is related to that Windows update - make sure you download the 9.13 update that is posted to correct this
