It's probably because there are 2 different recruiting rankings. When you get your final report at the end of the year you will see where you are ranked offiically and then there is also a relative ranking that's determined by, I think, your school's prestige and how well you do relative to that. A school with lower prestige and not in a major conference might not technically have the best overall class, but they might sign a good enough class relative to their prestige level that it is ranked higher. Basically it shows if you under-perform or over-perform in recruiting.
