From within the game, how can I get to the Commissioner's Office screen?
It is on page 14 in the User Guide. I can get there by clicking on Load or New, then hitting ESC. But that seems like a clumsy way to get there.

It does not do anything. Is it only for an online league?

It should work in sandbox too... for career there isn't anything there that you would need so it sends you to your team home I believe.
