MP league can not buy recruiting reports

MP league can not buy recruiting reports

Trying to buy Recruiting reports and when advancing the game it just goes straight to transfer players. Is there some type of setting or button need to be set to see this option?

WIthin "Game Options" make sure that "CPU Manage Offseason/Recruiting" is UNchecked.
