Finalizing 90% forever on new save

When I try to start a new save most of the time it gets stuck on "Finalizing" 90% during the building process and does not progress past this. This is frustrating as I have ran the game before on a few saves with minimal issues. Sometimes the build will work, most of the time it does not.
Also if I do get a save started, which has been a few times very often it will get stuck on "saving" forever and it can ruin or corrupt the save. My game runs FPS games like Overwatch and Valorant without issues so it is puzzling as to why this happens on this game.
I have tried running the game in Admin mode and both these problems continue to happen.
Does anyone have any recommendations for me as right now this game is pretty much unplayable which is unfortunate. The most progess I ever made on a save was about 3 seasons in before the save issue happened.
