Positionless players learning positions too quickly

Still an issue I have seen guys with 0 positional increase to 40's with no training and no prio logic to positon. I.e a QB learning DT if I move them to that position. Means that I can then exploit the game conrtacts even further.

I have added an option in settings to control position learning rate.

I have also toned down the default ('normal' settings) gains.
