Is the custom overall ratings in the league settings mode (I'm in career mode) essentially a slider to just adjust what the overall is based on what you value? Or does it actually change how well a player does?

As in say I value a scat back as running back, but rather than having to sort through all of a players skill sets, can I just adjust that to place more value on speed, agility, and hands and less value on power and blocking? Or does that change other aspects of the ratings and how well they will preform?

Also, what does the modifier do?

The custom OVR will change overalls, which in some cases affects performance, but in general it affects salaries, roster decisions, fa bidding, and other items like that more.

The modifier is the overall divisor to the numbers so that you can scale things up however you want. If you make all of the attribute numbers bigger you'll have to increase the modifier as well so that you get the OVR back down under 100 for max values.
